cto.new, made by Engine Labs, started as a free AI coding agent and now pitches itself as a way to build businesses with AI. You describe the business, and a team lead agent drafts a business plan, hires agent team members, assigns tasks and asks for your approval according to permissions you set. The team builds and publishes a website or app, connects Stripe to take payments and send invoices, handles email in a business inbox, and can run ads on ChatGPT for you.

Everything is managed from a Headquarters view with lead chat, the employee list and work logs, site preview and publishing, the plan, and a task and approval queue. You can buy or connect custom domains, connect GitHub repositories, add MCP integrations, start from ready-made teams in a marketplace, and, since October 2026, text your AI team from your phone. An Auto model setting routes tasks across frontier models; you can also pick models per team member.

Usage limits on both plans are rolling 24-hour and 7-day windows with no fixed reset time. When a business runs out of usage it pauses and you resume it manually. cto.new does not publish exact usage numbers, and Premium tier details beyond the starting price are shown only on the signed-in billing page. Running ChatGPT ads needs a paid plan and separately bought ad credits, which expire after 90 days; how much you can spend on ads depends on your plan. Free-tier access may be restricted in some locations and networks.

cto.new suits solo founders and side-project builders who want to try an idea, a small agency, a digital product or paid lessons, without paying for an AI builder up front. The free plan with frontier models is unusual and makes it a low-risk experiment.

If you mainly want an app or website built from a prompt and will run the business yourself, Lovable or Replit are more focused builders. If you want a general autonomous agent rather than a business wrapper, Manus is the comparison. Teams that need predictable usage should note that cto.new does not publish its limits.

Independent reviews are scarce. Product Hunt shows a single 5-star review. An analysis by Ry Walker Research notes the free tier now has daily limits and that the product's quick expansion from coding agent to agent teams, an SRE agent and a business marketplace could signal either ambition or a search for a durable business model.
